Parks District takes incorporation lead
Directors vote unanimous support

The
Rio Linda & Elverta Recreation and Park District (RLERPD), at its
December 21 Board meeting, decided to take the lead in the cityhood
effort. The boundaries of the proposed city are the same as the RLERPD
boundaries.
The cityhood effort has received extensive coverage over the last
several months in the Rio Linda Elverta NEWS.
Doug Cater, Chairman of the Committee to Incorporate Rio Linda and
Elverta, gave a Power Point presentation to the RLERPD Board at its
last regular meeting, encouraging Park District support. Following that
meeting and showing additional support, 23 letters from community
members to the Board asking for Park District cityhood involvement were
received and available for public inspection at the December 21
meeting.
The Board heard a presentation by Peter Brundage, the Local Area
Formation Committee (LAFCO) Executive Director, who explained the LAFCO
and balloting process that must be followed to become a city.
Following Brundage's presentation, Director Jeff Bair moved for the
District to take the lead position in the incorporation effort.
Director Pollie Parker seconded the motion. Directors Loren Monroe,
Charlea Moore, and Board Chairman Bob McKenzie joined with yes votes,
making the action unanimous. RLERPD will now provide the additional
funding necessary to complete the incorporation feasibility study that
was initiated by the Incorporation Committee.
Interim District Administrator Henry Agonia was directed to set the
wheels in motion, potentially to include a special meeting of the Board
with the members of the Incorporation Committee.
In other actions: The Board welcomed newly hired Administrator Don
Schatzel, who will start work for the District in January; Director
McKenzie was re-elected Chairman, Director Bair was elected Vice
Chairman, and Director Monroe was elected Secretary.

Water Board seeks replacement Director
Applications due by January 17

The Rio Linda/Elverta Community Water District
(RLECWD) decided at its December 19 Board meeting to interview
applicants and appoint a replacement for Director James Strutton, who
has resigned after serving one year of his four-year term.
RLECWD has decided to advertise for applicants, who must apply by
January 17, 2006, to be appointed to serve until the next Election in
November 2006. The appointee may then file for election to a
two-year term.
