Dickinson announces his Council nominations

Dumps two CPAC members

First District Sacramento County Supervisor Roger Dickinson, at the September 7th Board of Supervisors meeting, announced his nominations to the new Rio Linda Elverta Community Council.

The new Council will take over the responsibilities of the present Community Planning Advisory Council (CPAC) but with some additional final approval authority. The new Council will be paid to attend meetings, unlike the entirely volunteer CPAC.

The first round of applicants met Dickinson and the community at a town hall meeting on July 26th at the Community Center. There were five applicants for the five positions; four of them had previous experience as members of the Community Planning Advisory Council (CPAC). The fifth applicant, community activist Norma-Lee, had served as Honorary Mayor. The community seemed satisfied with the applicants and with the new Council concept.

After the July 26th meeting, Dickinson and the Board of Supervisors re-opened the application process, allowing Dickinson to select other applicants. Four additional applications were received. A second town hall meeting was held on September 1st; three of the new four applicants were interviewed by the public. The three new applicants who participated were Bob Bastian, Robert Blanchard and Robert Andrade.

Dickinson decided to not nominate original applicants Zack Arbios and Jim Rogaski; both of whom had served diligently as CPAC members for years. As CPAC members, they visited applicants who applied for lot splits, use permits and zoning changes, reporting their findings to the CPAC and participating in CPAC deliberations and actions affecting the community. Arbios and Rogaski were influential and active CPAC members.

Instead of Arbios and Rogaski, Dickinson nominated Bob Bastian and Mary Harris.

Bastian is a Rio Linda School Board member, President of the Historical Society, a County Parks Commissioner and a past member of the Parks District Board. Harris is on the Water Board.

Neither Council applicant Harris nor Supervisor Dickinson attended the September 1st town hall meeting.

Dickinson's nominations to the Council are Norma-Lee, Parks Board member Jeff Bair, School Board member Bob Bastian, plus Water Board members Hal Morris and Mary Harris. Bair and Morris presently serve on CPAC.

Final appointments were scheduled to be made by the Board of Supervisors on September 14th.
