CPAC holds their last meeting
CPAC reunion Sept. 13th

The Rio Linda/Elverta Community Planning Advisory Council
(CPAC) held its last meeting on August 9, 2005. The CPAC will be
replaced by the new Rio Linda/Elverta Community Council. The new
Community Council, with five members, will assume final approval
authorities for some planning and land-use issues, replacing the CPAC
and assuming functions of the planning commissions.
The next CPAC meeting, on September 13th, instead of processing
planning items, will be a reunion of past CPAC members; see related
article [below], "CPAC reunion".
CPAC, at its August 9 meeting, took several actions.
A proposal to divide 4 acres into two lots at 5939 W. 6th St. was
continued to October due to code violations at the site.
A lot split was approved, 4 acres into two lots, north of E St. and
east of 2nd St.
An accessory dwelling was approved for 516 W. Elkhorn Blvd.
An application for an accessory dwelling at 2124 Royal Enfield Ct. was
continued to October allow the owner to mitigate problems and concerns
expressed by neighbors.
A temporary hardship mobile home was approved for 7645 Elwyn Av.,
subject to several conditions including annual notification to the
County by the owner that the medical hardship conditions
continue.
A lot split was approved at 7005 W. 2nd St., 5 acres into two lots.
A lot split was approved at 6636 2nd St., 1.34 acres into two lots,
subject to conditions for maintenance of the private access road.
A 9-lot subdivision was approved at the SE corner of Front and N Sts. A
rezone from commercial to residential (RD7) was also approved for this
location.

CPAC Reunion Set for September 13
All past members invited.
The members of the Rio Linda and Elverta Community Planning Advisory
Council (CPAC) will celebrate their final meeting on September 13,
2005.
The CPAC will be replaced by a Community Council with new authorities
as part of a County initiated pilot program. To recognize the
conclusion of 30 years work by the CPAC, a special gathering of current
and past members will be held in-lieu of the regular September
meeting.
Members and friends of the CPAC are invited to attend this farewell
reunion on September 13, 2005, 7:30 pm at the Rio Linda Community
Center, 810 Oak Lane, Rio Linda.

Street to Elverta Road

Groundbreaking Event: August 25, 11 AM
The Sacramento County Department of Transportation (SACDOT) is hosting
a groundbreaking event to celebrate construction startup for a project
that will turn a historic, unused rail line into a beautiful bikeway
for Rio Linda residents and users of the regional bikeway system.
The new bikeway project will extend the Sacramento Northern Bikeway
from M Street to Elverta Road in Rio Linda.
The extended bikeway is being built in a right-of-way area that was
once part of the Sacramento Northern Railroad. Information
about the groundbreaking event is as follows: Thursday,
August 25, 11:00 A.M.at Depot/Visitor Center, 6730 Front Street, Rio
Linda.
The speakers will be Supervisor Roger Dickinson (District 1), Terry
Schutten, County Executive, Tom Zlotkowski, Director, Department of
Transportation and Judy Garcia, Rio Linda Chamber of Commerce
president, Bob Bastian, County Parks Commission & Rio Linda
Historical Society.
According to Tom Zlotkowski, Director of the Department of
Transportation, "This great new bikeway project will provide Rio Linda
with many benefits: more recreational facilities for cyclists,
runners and walkers; better continuity and connections to locations
adjacent to the bikeway; and, safer routes to schools."
"In addition, this project builds on the extensive bikeway system that
already exists in Sacramento. We are also revisiting some
historical roots in transportation by turning a once vital, now unused,
rail line into a rails-to-trails type facility. SACDOT is pleased
to move forward with this bikeway project for the Rio Linda community."
The project will construct 1.8 miles of Class I bikeway and landscaping
enhancements within the former Sacramento Northern Railroad (SNRR)
right-of-way in Rio Linda. The existing Sacramento Northern
Bikeway will be extended from M Street to Elverta Road in Rio
Linda. Project enhancements will include: Improved access to
bicycling and walking facilities.
Paved and marked pathways from the bikeway to numerous locations in the
community including the Elverta Joint Union Elementary school. A
new parking lot at the Elverta Road end of the project for bike path
users. This includes ADA accessible parking stalls. Open-air
kiosks will be constructed along the bikeway to provide shaded areas
where bikeway users can sit to rest or enjoy the scenery.
Three new drinking fountains: one at each kiosk and one at the school
crossing. Wrought iron gateways will be installed along the trail to
identify communities the bike trail is passing through.
New landscaping will be installed in many areas of the bikeway
extension. This includes the planting of about 750 trees, including 480
oaks.
This bikeway extension project will cost $2.4 million to build and will
be covered by federal and local transportation funding sources.
Teichert Construction has been
contracted by the County to construct the project which is scheduled to
be completed by Winter 2005.
The extension of the Sacramento Northern Bikeway to Elverta Road is
consistent with the adopted Sacramento City & County Bikeway Master
Plan which calls for on-
street and off-street bikeway improvements throughout Sacramento
County. This bikeway extension provides a regional link between the Rio
Linda and Elverta communities and the American River Parkway.
Once the bikeway extension is completed, it will be much easier for
residents to bicycle to downtown Sacramento (approximately 10
miles). The project also contributes to improved air
quality by encouraging cycling and walking as an alternative to motor
vehicle use.

and Mr. Hal Morris:
This letter is to inform you that the employees of the Rio
Linda/Elverta Community Water District have voted to form the Rio
Linda/Elverta Community Water District Employees Association ("the
Association") today, August 15, 2005. As you can see from the
signatures below, this decision was made unanimously by all
non-managerial employees.
This letter also serves as a request that the Rio Linda/Elverta
Community Water District ("the District") and its Board of Directors
immediately and voluntarily recognize this association as being the
exclusive bargaining representative for the employees for the
bargaining unit(s) that encompass(es) the employees of the District.
Furthermore, the Association asks for the District's cooperation in
evaluating the classifications of employees and in adopting appropriate
administrative policies as required by the Meyers-Milias-Brown Act. We
would like immediately to engage in collective bargaining negotiations
to establish a Memorandum of Understanding covering the wages,
benefits, and conditions under which the employees will be working.
We hope that the expected recognition and cooperation of the board will
be the first step in a productive and respectful relationship between
the Association and the District.
