Feasibility Study underway
Consulting firm retained
The Rio Linda/Elverta Incorporation Committee has retained an Oakland
financial consulting firm to conduct the initial economic feasibility
study to help determine if cityhood is possible.
The contract authorized by the committee calls for the firm, Muni
Financial, to consider two incorporation scenarios. The first will be a
scenario in which incorporation is accomplished by a reorganization of
the Rio Linda/ Elverta Recreation and Park District. The second will
review the economics if incorporation is accomplished by petition.
While the contract for the economic feasibility study calls for the
firm to follow established Sacramento County Local Area Formation
Commission guidelines, it will also include the fiscal impact of the
Elverta Villages development and all currently approved but not
constructed development projects.
"Normally, an initial economic feasibility study does not include
current and future developments," Committee Chair Doug Cater. said.
"But the committee unanimously agreed it is important to include these
developments to provide a more realistic economic planning horizon.
There are substantial residential and commercial developments in
progress or in the planning stage and they will have a significant
impact on the ability of our community to support itself as a city," he
added.
City services that will be included in the study analysis are: general
government and administration, planning and land use regulation,
engineering and building inspection, facilities maintenance, police
protection, solid waste collection, street maintenance and parks and
recreation. Under the study, costs for police protection will be based
on the cost of contract services with Sacramento County Sheriffs
Department. Independent of the study, however, the committee will study
alternate scenarios to provide police protection.
Muni Financial is one of the largest public sector financial consulting
firms in the country with corporate headquarters in Temecula, CA, and
offices in California, and several other states. The study is expected
to be released in September, 2005 and will cost $30,000.
