County establishes four
Community Council areas

The Sacramento County Board of Supervisors took action Tuesday, May
3rd, to establish four pilot Community Councils. The Community Councils
will take over the functions of the Community Planning Advisory
Councils, and in addition will have final approval authority to make
decisions now made by County Planning Commissions.
The two-year pilot will be evaluated by an outside evaluator, who will
address these questions, among others:
Do communities with Community Councils have more control over issues
that affect their quality of life than communities without Councils?
Is there a significant difference in overall community satisfaction
with land use and transportation project decision-making in communities
with Councils versus those without?
Is there any significant difference in processing time for applications
in communities with Community Councils than in communities without
Councils?
What is the impact of the Community Councils structure on applicants?
Each of the four Community Councils has a unique structure. Council
members will be appointed from 7 individual districts in Fair Oaks and
from 9 in Carmichael. Rio Linda/Elverta has five members who serve at
large and Arden Arcade has nine who serve at large. The evaluation will
review these differences as well as the population represented by each
Council member.
The ordinance proposing the Councils proposed five members for Arden
Arcade; Supervisor Roberta MacGlashan, in her successful motion to
adopt the ordinance, changed Arden Arcade to 9 members. Susan Peters
seconded the motion and was joined by Don Nottoli and Roger Dickinson
in approving the ordinance. Illa Collin was absent. The ordinance, as
changed, will be heard by the Supervisors in a week for final approval.
Victor Morrison-Vega, County Neighborhood Services Director, said the
application package for appointment to the Councils will be released at
http://www.saccounty.net/nsd/
on May 10 and must be returned by June 14.
