The first community service center will serve Rio Linda, Elverta, North
Highlands, Foothill Farms, and Antelope. The location for the North
Area Service Center has not been finalized. Three loactions are
presently under consideration; next door to the Sheriff's Service
Center at Watt and Antelope; The North Highlands Town Center at Freedom
Park and Watt; and the County's corporation yard at Elkhorn and Don
Julio.
The North Area Service Center will provide a location where building
permits could be obtained, code enforcement assistance could be
obtained, and in general will provide a neighborhood access point to
County government. The functions now performed by the North Highlands
Community Area Service Team (NORCAST) would be included and expanded.
NORCAST is presently managed by Sacramento County's Mark Manoff.
Mr. Paul Lake has been chosen as the Interim Director of Neighborhood
Services. Lake, a vetran of fifteen years with the County, started in
the Department of Social Services and recently has been in the County
