SAFCA, County Parks to revamp Hayer Dam

RIO LINDA - The Sacramento Area Flood Control Agency (SAFCA) and
Sacramento County Department of Regional Parks, Recreation and Open
Space (County Parks) are seeking public input on a project to
renovate the Hayer Dam in Dry Creek. The renovation will replace the
existing concrete and steel dam with a series of rock weirs. The bridge
will be replaced with one designed for safe pedestrian and bicycle
access by the public.
"We'd like to hear from the community," said Tim Washburn, agency
counsel for SAFCA. "This project will make the Hayer Dam site a
favorite part of the Dry Creek-Parkway. and we want to do it right."

The project is funded by a grant from the California Department of
Water Resources and by SAFCA and County Parks. The grant funds are
earmarked for projects that, enhance flood protection corridors while
also preserving or enhancing wildlife and agricultural values.
The project objectives are to protect the floodway corridor, remove
obstacles to fish migration, maintain existing water diversions to the
Bell Acqua lakes and others, and replace dilapidated structures with
pleasing and safe structures designed for parkway use. Local resident
Erwin Hayer is being retained by SAFCA's consulting team to provide his
expertise and historical knowledge of the construction methods behind
the existing structure.
Citizens attending the first Citizen Advisory Committee meeting on
October 15 requested wide distribution of information on the project to
the local public. "The public should be involved," said Maggie
Franklin, public information officer for SAFCA. "Citizens asked that we
present the information to locally elected boards, and the project is
now on their upcoming agendas."
The project will be presented at the Rio Linda Parks and Recreation
Board meeting beginning at 7 p.m. on November 13 at the Rio Linda
Community Center at 810 Oak Lane, at the Rio Linda/Elverta Community
Water District Board meeting starting at 7 p.m. on November 17 at 730 L
Street, and at the December 9 meeting of the Community Planning
Advisory Council (CPAC) meeting starting at 7 p.m. at the Rio Linda
Community Center.
At the next meeting of the Citizen Advisory Committee, the engineering
consultants will present the results of their alternative evaluation.
