District Directors to forgo payment
Retiree benefits

Rio Linda/Elverta Community Water District (RLECWD) Director Mel
Griffin proposed that the Directors suspend compensation to themselves
until the District is in better financial shape. His motion, seconded
by Director Jerry Wickham, was approved unanimously.
Director Mary Harris found that the Board's resolution passed in June
2000 placing the District's employees and retirees (annuitants) into
the Public Employee's Medical and Hospital Care Act was not the same as
the resolution on file with CalPERS, the Public Employee Retirement
System. Harris contacted PERS directly, and PERS prepared a letter to
RLECWD General Manager Dave Andres. The letter told Andres that PERS
had applied the contribution for the annuitants as the total premium,
not $1.00 per month as specified in the resolution now found to be on
file with PERS. PERS notified Andres that they have corrected the
contributions for the upcoming October 1, 2003 retirement checks, and
that they will notify the retirees of this change.
General Manager Dave Andres mused "Where did PERS get the resolution
they provided us? I've never seen something like this take place. There
seems to be two certified resolutions that say different things."
Andres said that he and counsel will meet with PERS to attempt to
resolve the differences.
RLECWD became a member of PERS Health Care in June 2000. Seven
employees, three retirees and one Director are members of the plan.
